Governance
Kortana's parameters are changed by stake-weighted vote rather than by a hard fork (§26.2). A proposal that passes is applied at the next epoch boundary, and is validated against the full parameter invariant set before it takes effect — one that would break the chain fails at execution and leaves the live parameters untouched.
No proposals have been submitted. A chain with no governance activity is not a chain with governance disabled — the machinery is live, and the voting period is 0 blocks once a proposal lands.
Abstentions count toward quorum but not toward the threshold — which is what lets a validator register participation without taking a side, and is why the two percentages above are measured against different denominators.
